Declaration on Accessibility

This declaration on accessibility applies to the website of the Staatsbibliothek zu Berlin – Preußischer Kulturbesitz published at digitalerguide.stabi-kulturwerk.de.

As a public body within the meaning of Directive (EU) 2016/2102, we strive to make our websites and mobile applications accessible in accordance with the provisions of the Act on Equal Opportunities for People with Disabilities (BGG) and the Accessible Information Technology Ordinance (BITV 2.0) for the implementation of Directive (EU) 2016/2102.

State of Compatibility with the Requirements

The accessibility requirements are pursuant to Sections 3 (1–4) and 4 of the BITV 2.0, which was issued on the basis of Section 12d of the BGG. The verification of compliance with the requirements is based on a self-assessment on the basis of a BITV-WCAG test report carried out between March 4, 2024 bis March 13, 2024.

According to the review, the website is only partially compatible with the aforementioned requirements, owing to the following incompatibilities.

The items listed below are classified as not accessible for the reasons given:

  • Explanations in German Sign Language and Easy-to-Read Language are not yet available. Therefore, the website does not currently meet the requirements of §4 of BITV 2.0.
  • Individual graphics do not have alternative text and therefore do not meet requirement 1.1.1 under WCAG 2.1.
  • Some videos with an audio track do not include captions as an alternative and do not comply with WCAG 2.1 requirement 1.2.2.
  • Some videos with information-bearing visual video content do not contain an audio description or full text alternative and do not meet the requirements 1.2.3 and 1.2.5 according to WCAG 2.1.
  • Some pages cannot be used in landscape format on smaller output devices because the navigation cannot be moved upwards. Therefore, they do not meet the requirement 1.3.4 according to WCAG 2.1.
  • The contrasts of the foreground and background colors of links and buttons are not sufficient for a small font and therefore do not meet requirement 1.4.3 of WCAG 2.1.
  • On some pages, hotspots are used that are only visible when the hotspot is touched with the mouse. In addition, they cannot be operated using the keyboard. These therefore do not meet the requirements 1.4.13 and 2.1.1 of WCAG 2.1.
  • Slideshows and moving images cannot be switched off and are not limited to 5 seconds, therefore requirement 2.2.2 of WCAG 2.1 is not fulfilled.
  • There is only one access path via the navigation. This does not comply with requirement 2.4.5 of WCAG 2.1.
  • The Tour – Map view page uses content that is not BITV-compliant. The Tour – List view page can be used as an alternative.
    • The contents of the page are not displayed in a meaningful and usable order regardless of the display and therefore do not comply with requirement 1.3.2 of WCAG 2.1.
    • The hotspots of the map view cannot be operated with the keyboard and therefore do not comply with requirement 2.1.1 of WCAG 2.1.
    • The meaning and purpose of the links are not clear from the link text or from the direct context and therefore do not comply with requirement 2.4.4 of WCAG 2.1.
